SETHCC-COMEX 2026-01 Exercise Scenario

Exercise Overview
This functional communications exercise is designed for Southeast Tennessee Healthcare
Coalition hospitals, EMS agencies, healthcare organizations, emergency management
agencies, coalition partners, public health agencies, and auxiliary communicators.
Participants will communicate with the Regional Medical Coordinating Center (RMCC) using
Winlink, voice radio, and standard Internet email while demonstrating proper healthcare
communications procedures using Incident Command System (ICS) and Hospital Incident
Command System (HICS) documentation.
All forms shall use the Incident Name:

Primary Objectives
Participants will:
● Request regional medical cache supplies using ICS-213.
● Request coordination of a critical patient transfer using ICS-213.
● Submit a HICS-251 Facility System Status Report.
● Demonstrate proper tactical addressing.
● Demonstrate HIPAA-compliant communications.
● Complete an ICS-309 Communications Log documenting exercise communications.
● Submit an exercise documentation package to the participating healthcare facility.
